NORWICH CITY COUNCIL IMPROVES SERVICES IN MAJOR PUBLIC PRIVATE PARTNERSHIP
Norwich
City Council has proven that, with the right partner, Public Private
Partnerships can be a route to success, delivering improved services
to citizens and increasing operating performance to meet with e-government
targets. The Norwich city connect programme is focused on delivering
continuous service improvement, improved access to services and
operational excellence.

The ninth annual resource allocation round of the Invest to Save
- Inclusive Communities Budget (ISB) was launched today, with
a focus on forging stronger partnerships between local authorities
and the third sector in the development of innovative approaches
to service delivery. Please view the press
notice for further information. The deadline for submitting
bids for Round 9 is 27 October 2006. The
full criteria and bidding guidance for ISB Round 9 gives you
all the information you need to submit a bid, and includes the bid
proforma. We have also produced a bid
checklist which we suggest you use to ensure that your bid contains
all the required information. A list of Frequently
Asked Questions is also available. If you have any further queries,

- ISB Round 8 It
was announced by Paul Boateng on 4 April that improved energy efficiency
in the public sector and increased access to the arts and culture
sector will be priority areas for the allocation of £40 million
from the Invest to Save - Inclusive Communities Budget (ISB). The
press notice (No 38)is available on the HM Treasury Website (www.http://www.hm-treasury.gov.uk/newsroom_and_speeches/press/2005).
Projects
that support the development of energy action plans, improve energy
efficiency in public buildings, and raise staff awareness of the
cost savings from energy efficiency will be able to bid for £40
million of funds from the 8th round of ISB allocations from June
2005, alongside projects that aim to increase access to arts and
cultural events. Other priorities have yet to be confirmed.
Further
detail will be posted on this in late May, with a timetable of process
to allow monies to be awarded from the financial year 2006/07.
The Treasury
assesses bids using a pre-determined, published set of criteria
before making recommendations to the Chief Secretary to the Treasury
who makes the final decision on winning projects. The bidding guidance
for round 7 is still available on this website - this shows the
sort of format that round 8 bids will probably be expected to follow.
Normally the Treasury ask for shorter Expressions on Interests to
be produced (3 to 4 pages) and an initial sift would take place
based on these before full bids were invited from candidates that
appear to meet the criteria. I have no reason to doubt that this
approach will be followed for round 8.
Apologies
