Point of Interest04/04/05 - ISB Round 8 It was announced by Paul Boateng on 4 April that improved energy efficiency in the public sector and increased access to the arts and culture sector will be priority areas for the allocation of £40 million from the Invest to Save - Inclusive Communities Budget (ISB). The press notice (No 38)is available on the HM Treasury Website (www.http://www.hm-treasury.gov.uk/newsroom_and_speeches/press/2005).

Projects that support the development of energy action plans, improve energy efficiency in public buildings, and raise staff awareness of the cost savings from energy efficiency will be able to bid for £40 million of funds from the 8th round of ISB allocations from June 2005, alongside projects that aim to increase access to arts and cultural events. Other priorities have yet to be confirmed.

Further detail will be posted on this in late May, with a timetable of process to allow monies to be awarded from the financial year 2006/07.

The Treasury assesses bids using a pre-determined, published set of criteria before making recommendations to the Chief Secretary to the Treasury who makes the final decision on winning projects. The bidding guidance for round 7 is still available on this website - this shows the sort of format that round 8 bids will probably be expected to follow. Normally the Treasury ask for shorter Expressions on Interests to be produced (3 to 4 pages) and an initial sift would take place based on these before full bids were invited from candidates that appear to meet the criteria. I have no reason to doubt that this approach will be followed for round 8.

Apologies that we are not able to give you more information at this stage, but suggest that you start checking the ISB website regularly after the result of the general election is known.

Ministers face a serious challenge in persuading government departments and the wider public sector to take up measures that both improve services and release cash for frontline spending, Sir Peter Gershon, the government's cost-cutter in chief, has warned.

In his work on the efficiency review, Sir Peter said, "we have come across excellent examples of innovation and best practice" within the public sector.

But yesterday he told a Treasury-sponsored conference on the "invest-to-save" scheme that "the challenge we all face is how we encourage a rate of diffusion that is far faster than we have previously seen".

The big task was to replicate best practice "as rapidly as possible so that we can all benefit".

The invest-to-save scheme has put £400m into 400 projects aimed at joining up services across central and local government, the health service and other parts of the public sector.

But at the conference there were complaints that once the pump-priming money ran out it was difficult to get others to take up schemes. "There is a real problem over 'not invented here'," one delegate said.

10/8/05 Round 8 of the ISB has now closed. Those who submitted expressions of interest should whether they are being invited to make a full bid towards the end of October. No decision on whether there will be further ISB rounds is expected until Spring 2006.
